I am a little bit confused, but should the spotlight has higher irradiance close to the center and lower irradiance around the edge or it's uniformly distributed?

From the previous slide, I believe that either interpretation is possible depending on whether or not the spotlight intensity falls off or not.
According to slide 3 of this slide deck, it seems like it may be more correct to implement a spotlight using a higher irradiance closer to the center and lower irradiance around the edge.

Because this material looks semi-reflective, I would think that it would have higher irradiance at the point closest to the light source and lower irradiance farther.
