I am not entirely sure what is meant by locality here. Earlier(or later) when we talk bout atomicity granularity, full describes anything in the locality of vertex and distinguishes this from the adjacent vertices (which to my mind would be the locality).

I think locality here just means the vertex we are considering and all its incidental edges + adjacent vertices. So I think it also considers the edge data.
