Who manages he Contention Manager? The OS?

@Martingale, I suppose it can be implemented in software by the OS or in hardware. Hardware would (as usual) be faster but will be less flexible. OS on the other hand will be slower but more flexible. My guess would be that it's implemented in hardware.
