Why is bilinear resampling able to denoise an image? Is it because high frequency is removed?

The way I understand it, noise is basically discoloration, which can get reduced when we do averaging because averaging reduces differences between pixels. There is the possible trade off of losing some detail or sharpness on the other hand though.
