I think 3D shape mesh reconstruction from point clouds is an active area of research, Leonidas Guibas's Lab works on these kinds of problems.

There are actually some apps on the iOS App store which lets you use the infared light technology used in Face ID to make point clouds of anything! I've been able to make point clouds of human heads and convert them to surfaces with some success.
